ARE THE POLICE ANTI-CYCLIST?

In November I was knocked off my bicycle by a car which failed to stop at a roundabout. The force of the impact was sufficient to buckle both wheels and cause cuts to my leg. 

The driver of the car stopped and he admitted liability, he even offered me £20.00 to have my bicycle repaired, but he refused to provide me with his name and address when I requested it.
