They don't seem in the slightest bit High Speed to me.   You always see these chained to lamp posts.  or being pushed at a very slow speed due to the amount inside.

its a shame royal mail & pashley couldn't come up with a delivery trike or Bakfiets

They almost had trailers that were also hand carts but the contract was cancelled.  See http://www.simple-city.com/portfolio-rmv2.html

The designer also does Carry Freedom trailers and the Paper Bicycle which are great.

William Blight took on the job to deliver by bike, getting fit in the open air and being in a positive mood, the mechanical efficiency of the bike compensating for the weight of the post. Then 14 years later they make you trudge around with a shopping trolley feeling rather depressed. It does seem to me that it is a completely different job.
