Is that an emergency backup saddle on the rear rack?

I think that's the primary saddle, so to speak.

Yeah, padlocked to the carrier. While looking this over I started wondering how long it takes to remove/secure the various bits. I suspect there's a pannier that goes with the cyclist, and contains some electrnics that normally go in a bag on the cross tube. Plus who knows what else? Speakers? Son et lumiere?

Any ideas what is the assembly featuring yellow spiral cable wrap, a metal ring, and, er, a black thingy with silver ends?

uh, yeah. Sort of WTF, isn't it?

Silver ended thingy is a mirror.

Yellow spiral seems to be connected to dangly green fluoro light.

Check out the homemade handlebar grips - plus an orange & black button at the end of handlebar.

I'm guessing the streamers and ?light stick are on an extendable rod, to give the overtaking motorists something to aim at.  The spiral keychain looks like it extends outwards as part of that, perhaps for the hi-vis properties, perhaps to prevent it overextending?

Those handlebar grips look familiar, though... I'm sure I've seen someone using similar on a CycleBirmingham ride.
