"Not really. There is no one in the car, and the driver is changing the direction of traffic flow - goes up hill in the morning and downhill in the evening.  You can see him appearing to be hiding behind the "Stop" sign."

To save further confusion - this bike is "Fixed": that means that when you stop pedalling the back wheel locks up, it has no freewheel.
